Following on from DWE developing the very first Scooter Policy for the Mornington Peninsula Shire, Deb has now been asked to draft a Scooter Safety Booklet for the Shire.

DWE has been appointed to write a Scooter Policy for the Shire. This Policy will be the framework that implements the introduction of a scooter recharge scheme, publication of mobility maps and a scooter safety manual. Internally this Policy will give direction to infrastructure planning in relation to safe footpath networks. DWE believes this is the first Scooter Policy of its kind to be written in Victoria.

Who is Deb Whitecross?

Deb Whitecross comes with more than 14 years experience in the Government and disability sectors and is an expert in her field. Deb can even make Legislation interesting! Deb has been a catalyst for innovation in the field and has facilitated broad reaching outcomes on limited budgets. Her professional writing skills, wisdom, common sense approach and enduring good humour will provide a unique service unmatched by competitors.

Deb Whitecross’ passion and innovation demonstrated in her role as the RuralAccess coordinator at Ballarat Council during its pilot phase in 2000, saw her team create huge change for people with a disability within the community. This proved to be the successful catalyst for the State Government to continue this work by funding similar positions in Melbourne and across rural Victoria.

Deb began her career in disability services after successfully returning to tertiary education as a mature age student to study a degree in Social Welfare and Business Management at the University of Ballarat and more recently Cert 4 Training and Education.

Her experience spans across many aspects of community development, from remedying systemic issues in the broader community that create negative attitudes towards people with a disability to case management support for families with children with a disability.

Deb’s ground breaking methodology of the ‘Traffic light model of Review’ has meant that she is regularly invited by the Office for Disability and the Municipal Association of Victoria to speak alongside expert panelists. These included: Rhonda Galbally AO, CEO of ‘Our Community’, Graeme Innes, Chief Commissioner of Australian Human Rights Commission and Michael Small also from AHRC who specialises in policy development.

Deb has also developed disability specific resources including her publication “communication with people with a disability” which is now a statewide essential piece of reading for everyone that assists in changing community attitudes towards people with a disability. Deb has also created the very first ‘disability access directory’ that is housed with local government.

Deb has extended her strategic abilities and created Deb Whitecross Enterprises, a disability consultancy that will take the complication out of developing and reviewingdisability action plans’. She is able to implement any disability specific projects with integrity and professionalism.
